Sichuan Accelerate The Development Of Hydropower Industry

Sichuan province is the province that the water resources are the richest and the water electricity technology and the quantity of economical exploit is the first one in our country. So the Sichuan government has put forward the policy that uses the resource superiority and developed the water and electricity. But when exploiting the water and electricity, the government faces many problems and wants to solve them. In this thesis ,on the basis of giving priority positive the to the consideration of necessity and feasibility of developing water and electricity and through massive data,judging by the truth, the author exposes the serious problems that exist when the exploitation of the water and electricity in Sichuan and gives his suggestions in order to improve the development of the water and electricity industry in Sichuan.The structure of this paper is that : after expounding and proving the necessity and feasibility of developing the water and electricity ,the author poses some problems in the developing process and then gives suggestions to solve these problems.In this thesis, we know that with the economic growth and the project that the electricity in Sichuan will be transported to the east in our country, there is a good prospect in developing the water and electricity in Sichuan. But there are so many problems in the process. For example: it is not rational in the structure of the power of supply,the government has not unified the plan in the water and electricity,the capital in the hydroelectric station is scarcely,the environment is very serious because of the water and electricity and etc. The government must solve these problems as early as possible and the plan must be perfect,effective .By doing this, the water and electricity will become thebackbone industry in Sichuan.We can find some new viewpoints in this thesis. Firstly integrating the 《rules in management about collecting fees when decreasing sewage》,the author compares the cost between the water electricity and the fire electricity. Secondly, the author gives the solution to the environment of exploiting the water electricity. Thirdly, according to the principle of land rent, the author proves the necessity of the selling system about the power of exploiting the water and electricity. In the end, through investigation and research, the author gives rational and practical proposals.
