Technical barriers to international trade has arisen in pace with the economic globalization and the trade liberalization. The aim of it is to protect the life and security of human being, the health and life of animals and plants and the environment. But in the realistic international trade fields, the technical barriers has been abused by many developed countries to realize their trade protection purposes, which has many negative effects on developing countries. In recent years, trade disputes caused by technical barrier emerge in an endless stream. And the disputes about technical barriers are in the ascendant. According to the international community and the world economy, human protection and free trade are all goals that people pursue. How to promote international trade as well as protect the human being has become the great subject that is challenging people in the world. Under this background, this article makes analysis and study with the title as "Technical barriers to trade and developing countries".The frame of this article is as follows: The first part is the introduction to the whole text on the significance and method of the study. The second part carries on exposition and analysis on technical barriers. Firstly, the development of technical barriers is analyzed, especially mechanism and reasons of evolution; secondly, the system and characteristic of technical barriers is stated; then, the advancing trend of technical barriers is discussed. The third part explains the current regulations and arrangements and the legal origin of technical barriers, including WTO/TBT and WTO/SPA. The forth part has carried on the discussion on how and why developing countries suffer from technical barriers. The fifth part studies the economic effect of technical barriers and its impact on developing countries emphatically, and probes into the approach of developing countries to cope with technical barriers through the research and analysis on the "Trade Description of Sardines" case. The fifth part gives some thinking of countermeasures and suggestions on how developing countries to deal with technical barriers, especially China in face of technical barriers.
