Youth always has been attent by all people and it is the important study object of psychology and politics education. Recently central government put out a new document named "the some opinions of the center government about strengthening and improving on the work of the psychology and politics education of juvenile " which aim to the work of psychology and politics education of junenile. We can find that central government think much of psychology and politics education of youth because it is very important. Shanghai is a international big city so in many aspect it lead all the other cities. Shanghai has done much effect work in the field of psychology and politics education of youth. Community youth are 16 to 25 age, they have no permanent work and income, they also stop studying. Having no permanent work and income means they have no any jobs and have no farm for one year upwards. Stop studying means they stop the whole day system study. As a special youth colony they can affect to the stabilization and development of society. People also pay more attention to community juvenile especially in city and industrial park because they can do more effect on public security, obtain employment and community civilization etc. Shanghai do many researches on the work of community youth. Firstly, the name of "idle youth" has been changed to the name of "community youth" and we don't treat them pass the "colorful glasses". Shanghai also made some experiments and now shanghai has been making a new experiment about building a social worker contingent and come into existence a special institution of community juvenile. All of these are happy event. But in the work of community youth, psychology and politics education has not been treated as an unimportant work and the effect of the work is not satisfied. The circs block to the found and development of shanghai, it also will make against the community's spiritual civilization constructions. Shanghai must to realize the stabilization and the development of civilization constructions of community. It is inevitable that the psychology and politics education will have been strengthened and developed.The essay, under the guidelines of the Three Represents, the country leaders' speech about the problem of psychology and politics education of youth and "The executive out of line of citizens' moral construction" issued by the central government, combining the investigate of community youth which have been done by shanghai communist youth league committee and "the actuality and development study of the work of shanghai community youth" task group , in view of the need of the development of era and shanghai I study the actuality and development of psychology and politics education of community youth in shanghai.The essay is composed of four parts. These characteristics t work on psychology and behavior of community youth, they also are subjective factors that affect on the work of psychology and politics education of them.In part two through analyzing the basic idea ,content and mechanism of the work of shanghai community youth, I point out such a fact that psychology and politics education has always been slighting in the work of community youth and it is the weakness part of the current work of shanghai community youth. At the same time I also point that it is necessary to improve the work of psychology and politics education. We must reinforce the work of psychology and politics education to realize three changes, that is from "short dated effect" to "long dated effect"; from "problem" to "resource"; from "passivity" to "initiative".The 3rd part explains the particularity in idea, executor, object ,method and content of psychology and politics education of community youth.
