Administrative Capacity Of Local Government Reform Perspective Study

Taking the reform of administrative system of our country as background, regarding improving administration ability as the main clue, this essay carries on preliminary research and discussion focusing on administration capability of local government from the angle of reform.During the course of so-called" transformation period", regarding improving the administration capability of one's own as its basic behaviorand goal, local government should construct its own inherent and potential capability on the following "nine administrative policies": modernizing the theory of administration, legalizing administration, making policy of administration scientifically, rationalizing institutional framework, opening the administrative activities, improving government operative efficiency, informationizing the means of management, improving professionalism of government officers and the honest image of government.Formed after executing the above-mentioned "nine policies", the latent energy of administration of local government is not merely potential, even idealized. In the realistic administration activity, the actual ability of local government is not only based on this kind of potentiality, but also restricted and influenced by the specific relation between local and central government as well as so-called "administration ecology". Therefore, we should handle the central and local relation well and try to realize the sound balance between local government and its ecological environment of the administration. Thus through performance - management of local government, we can further reduce theadministration costs and strengthen administration efficiency so that we can exert administrative potential of local government verily and realistically even turning into a certain concrete and measurable administrative ability.Hence, regarding the countermeasure of administrative capability of local government, this essay put forward four following basic requirements: administering the state with law, administering the state with moral, reforming examination and approval system as well as perfecting official system. It also proposes four specific measures: granting some privileges to the local government, establishing mechanism of expression and balance of local interests on innovation, constructing the approach of sustainable development and building up local government service-oriented mode.
