1 Purpose and Significance of writing the Thesis Enterprises of China are carrying out "going out" strategy, and it is a great decision of Central Committee of the Communist Party of China and State Department of China, based upon scientific analysed international and domestic situation, and it is also the inevitable direction of the result of globalization development. The investment of constructing khadori HPP (Hydro Power Plant) of Georgia, is idiographic practice of "going out" strategy of the Sichuan Power Import & Export Company. My original intention of the thesis is not only spread successful experience, but also learn the lessons. The thesis wish the study, based on Khadori HPP project of Georgia, should provide useful reference for other enterprises of China, so that they can catch chance better, and it is Purpose and Significance of writing the Thesis. 2 Basic Structure of the Thesis First, the thesis introduces Khadori HPP of Georgia, including origin of Khadori HPP, the brief introduction of the project, and the project's construction, in order to tell the basic situation of project now; then the thesis will analyse the financing of the situation of project in the early stage. It will be important for the thesis to compare construction and operation practice situation with the report of Khadori HPP in Georgia, the thesis will conclude the differences between feasibility report and the operation practice , will analyse the reason of the different and the result, will summarize the lessons should be learned. Based on comparison, the thesis evaluates the feasibility report, explores reasons of the difficult of project operation; at last summarizes some deeply thoughts and ideas for enterprises of China how to carry out "going out" strategy.3 Main Contents and Viewpoint of the ThesisThe thesis, based on case study means and feasibility study report, compares with outside circumstance, inside circumstance of corporation and core competition force of enterprise, so that we will look out the difference between in feasibility report and operation practice situation, and will general evaluate the feasibility study report of khadori hydropower station in Georgia. The thesis introduces the basic situation of Khadori project, and especially under changing political situation and unperfect market system in Georgia, under the uncertain situation of security factor in Pankisi Canyon, China and Georgia overcomed many difficulties in construction of Khadori HPP project. The thesis's main viewpoint is carrying out "going out" strategy is a correct decision-making undoubtedly, of Central Committee of the Communist Party of China and State Department of China, but for different item, different nation, different international circumstance, we should idiographic analyse to idiographic problem. To idiographic item, at first should deeply, practical and scientific analyse and evaule to local social culture, politic circumstance, economy situation, law, security circumstance. At the same time, it is decisive signification for project's successful operation to evaluate adequately for investment risk of the project, and to make full preparation in thought, organization and skill. 4 Main Contributions of the ThesisThe subject, what the thesis study, is truthfulness, the every course of project is my own experience. So the experience and lesson of the project is practical signification for kindred enterprises of China carrying out "going out" strategy, and macroscopical, is prevalent signification for other enterprises of China carrying out investment successful. The thesis looks out differences between subjective desirability and objective practice after comparing with the feasibility report and practical operation situation, it is useful signification for enterprises of China to overcome subjectivism and to enhance scientific study.
