Accession To The Wto On The Development Of Private Economy And Countermeasures

Through the reform and the development of more than 20 years, private- run economy has becomes the most important construct part and growth point in the national economy. It is an active leading sector in Chinese socialist market economy. The important exposition in the report on the 16th Party Central Committee has provided a wild place for private- run economy to develop. But there are still many problems with the living and development of private- run economy. After entrance of the WTO, private- run economy faces the challenges not only from the national owned enterprises but also those from foreign-funded transnational corporations. The competition will be extremely cruel. Under this situation, private- run enterprises should hold the opportunity and face the challenge.To counter the problems appealed from the development of the private- run economy and combine the special economic development regulation and economic globalization, this essay raises and proves the characters and strengths that private-run enterprises need to have to face WTO and the way to get the characters and the strengths. There are three parts in this essay:First part analyses the new characters and the new development trend under the new situation and the important roles private- run enterprises played in national economic. Private- run economic refers to the non-government owned economic appeared during the reform and the development. The development of Chinese private- run economic brings not only the growth of the economic quantity, but also brings the wildly influence on the social life, economic structure and ideas. Private-run economy has great strategy meaning on the building of the socialist market economic system and to push the adjustment of the economic structure and on the improvement of people's living conditions.Second part analyses the opportunities and the challenges caused by the entrance of WTO. Entrance of WTO has strong traction force for the private- run economy. WTO need to build a fare, just and open market, which provides a wildly developed prospect for private -run economy. After entrance of WTO, the living space ofenterprises has great changes. The creation of technology shortened the time of the escalation of the industry, globalization strategy sharpened the competitive in the same space. And most of the private -run enterprises in our country are small and divided separately and have lower management level. And most of their products have low quality and less technology content and their credit are not good also. All these make them on an unfavorable situation to face the competitive from international enterprises. Many private running enterprises have not got prepared for the economic globalization and the entrance of WTO. The development circumstance for private- run enterprises is not loose.Three part analyses the policy the private- run enterprises should take to face the entrance of WTO. Private- run enterprises grow up through the circumstances short of rules and not completely open. It has great distance with the running circumstances after entrance of the WTO. So, private- run enterprises should realize and master the WTO rules first, and then realize the changes caused by the open of the market, and to take the initiative to hide from the risks and protect their lawful benefit. Private- run enterprises should have a globalization vision to observe, to make plan and to develop in order to increase the competitive.
