| The problem of fairness and efficiency is an old and contemporary forward topic. It is pretty difficult to make the choice between fairness and efficiency, and that consideration is given to both of them is a prerequisite. Since reform and opening up, theoreticians have made a study of "giving priority to efficiency with due consideration to fairness" from different aspects, which establishes a theoretical foundation for us to study further.The theory about fairness and efficiency should be studied and innovated unceasingly, and the relative importance of both should be weighed constantly; which is necessary for the theory and practice of socialism with Chinese characteristic. In the building of well-off society in an-all-round way, it is a new problem not only to pursue the equilibrium of fairness and efficiency but also to expound the intension of the balance, which needs to make a thorough study. But it is definite that fairness can't be fulfilled at the cost of efficiency. In the course of building well-off society in an-all-round way, the distribution system of "giving priority to efficiency with due consideration to fairness" is the inexorable law that builds socialist modernization during the primary stage of socialism. At present, the motive force mechanisms must be improved in order to ensure efficiency and a stable system must be strengthened for fairness.The dissertation is composed of four sections and a concluding remark. The main ideas are as follows:Because of our traditional ideas and the historic stage that socialism founded, the distribution system of "equal income, giving priority to fairness" was established at last. Objectively speaking, it ever propelled socialist development forward a lot in the beginning, but it is gradually incompatible with the growth of socialist productive forces. However, the distribution system didn't be adjusted without delay owing to the limitations of the times, As a result, which leaded to serious consequences to socialism. Neither fairness nor efficiency is accomplished on the whole.In the primary stage of socialism, socialism upholding Marxism, particularly Deng Xiaoping Theory as the guide, "giving priority to efficiency with due consideration to fairness" is determined for socialist distribution system alongside assimilating and using the experience at home and abroad for reference. The intension of "giving priority to efficiency with due consideration to fairness" that embodies the basic features of social phase of history and the logical inevitability is interpreted distinctly in this dissertation. In the primary stage of socialism, the interrelation between fairness and efficiency appears the double feature of unity of opposites.It is an inherent law that the law of contradiction in things is motive force. With the distribution system of "giving priority to efficiency with due consideration to fairness" giving impetus to economic growth, the gap in income becomes wide and obvious, which gives rise to the argument directly whether the principle of "giving priority to efficiency " persists in further or not. The present writer holds that the distribution system is necessary to accomplish socialist modernization and prosperity at present, and it is not realistic for fairness at the cost of efficiency.To integrate fairness with efficiency in the primary stage of socialism, two essential requirements must be met: one is the effective increase in economy; and the other is fair distribution. Because of this, the present writer argue that a whole set of systems of sectors of economy, distribution and accumulation with labor encouragement must be established and improved for efficiency and that the primary distribution and the redistribution system must be improved and strengthened to make all the people common prosperous.Well-off society consists of physical civilization, political civilization and spiritual civilization.
