Demarcation Of Residential Common Pool Resources (cpr)

In the realistic life, public goods and collective goods is indispensable. The common parts and things of The lodging is a kind of the collective goods-Common Pool Resources(CPR). In recent years, along with the development of the reform of the lodging in China, the management of the common parts (lodging) gets in "vacuum". So lots of disputes on lodging appear, and become a focus among people. First, through studying and analyzing the characteristic of CPR and its boundary, this paper considers that the absence of the clearly defined boundary between different actors with respect to appropriating and using the common parts is the essential reason that leads to lots of disputes, namely, the steadily common expectation of behavior wouldn't form between actors with respect to appropriation and use. Then this paper proposes a frame to describe and analyze the process of the bounding of CPR. And this frame is validated in the following study to the reality and a type case.
