| Building a socialist country ruled by law has been placed on the agenda of our Party and our country as one of the prime tasks in the primary stage of the socialism. Where the basic hallmarks of socialist country ruled by law are concerned, various scholars present different opinions from the different angles.Having attentively studied the different opinions, I claimed that the basic hallmarks of socialist country ruled by law should cover the following five aspects: the perfect legal system; law's supreme authority; law's fair and rigid enforcement; law's effective supervision; and the citizen's widespread freedom. Among them, the perfect legal system works as a prerequisite. The laws, as in the saying "There are laws to go by", must be the decent ones which be enacted by the legislatures democratically, scientifically, morally, and in accordance with rigidly legal process. The laws once enacted will allow nobody to escape its ruling by virtue of his own authority. In a country with freedom and democracy, laws should be king owning the sovereign authority. Whether so or not depends mainly on people's belief and adoration in laws, which, in return, marks the process of ruling the country by law. The fair and rigid law enforcement serves not only as one of the prime features of socialistcountry ruled by law but also as a breakthrough in the process of establishing laws authority. Laws are reliable for their fairness and authority, which is, for the most part, enhanced by their rigid and fair enforcement. The establishment of the country ruling by law should resort to the effective legal supervision as well as the power entity's self-discipline. In modern society, the prevention and punishment of power abusing, corruption and authoritarian call for strengthening the legal supervising system. Laws aim at rendering people enjoy a widespread and equal freedom security while they identify with laws. That is even more the case with socialist countries ruled by law.On the whole, the thesis brings froth the above five basic features of socialist countries ruled by law. Only when they are realized is it reasonable to say that the country is on the track of laws. During the process of establishing socialist countries, efforts should be exerted all the time to satisfy the requirements of these prime features, which can clarify the destination and guarantee its achievement. |
