Xinjiang Production and Construction Army Group is a special organization, which has integrated party, government, public institution and enterprise managedmnet. In the end of 2002, the Army has 8 listed companies and formed a special listed companies group.The thesis mainly describes the relevant problems in development strategy of Army listed companies. They include:( I ) Problems existing in development strategy of Army listed companies, such as, replacing strategic plan with management plan; lack of understanding for the importance of strategic management; no development strategy at all in some companies. Without strategic plan, a company can only have a partial understanding of the situation instead of a comprehensive one, just like the blinds feel the elephant; ( II ) The thesis intends to analyze the inside and outside factors of Army listed companies to specify their development goal while taking Suntime International as an example to have further analysis; ( III ) Combining with strategic planning theory, the thesis tries to probe into the development strategies of the eight Army listed companies. Army listed companies can be divided into two categories: One category includes the four companies with Suntime and New Zhongji as their heads. They have matured in their own industries and have the capability of adopting diversified market strategy. They can also adopt various strategies according to the market demands. The other category includes the other four. They still have large potentiality intheir own industries. They should concentrate on their own industries to outdo their competitors and adopt differentiating strategies and brand strategies to strengthen themselves in their own industries. These companies shouldn't adopt diversified strategy temporally. ( IV ) A persevering strategy is key to the strengthen of Army companies. In today's world, any strategist can make out a good strategic plan. But a good plan is far from enough. What makes a company outstanding is their perseverance to the plan. They rely on their willpower and the input to outdo their competitors.The Army listed companies are relative small in the scale and with poor development environment. To win the competition, the companies must classify strategy plan as an important work. The companies must carefully study the strategy, set the strategy and implement the strategy to go out of the current ignorant situation.
