Progress of the road transport industry achieved since China restructuring economic system and opening up is reviewed. The problems in Chinese road transport industry is analyzed systematically from a development point of view, among which poor service quality, low level of scale of production and consolidation, various illegal operation activities, unsound market mechanism, and the out-of-date legislation situation are emphasized.The present road transport policies, including the policy on the development of private-owned road transport firms, the policy on profit-making transport and non-profit-making transport, the policy on the allocation of the burden of taxes and fees, the policy on road transport pricing, the policy on the approval of operating on a certain passenger transport route, the policy on the development of logistics industry are studied. The drawbacks and unreasonableness in the above policies are examined. At the same time, the experience of some developed countries in America, Europe and Asia is reviewed and refereed. The impact on the road transport industry due to the entry into WTO, the reformation of fees into taxes and the road transport legislation is analyzed. Some strategic ideas, including developing road construction and road transport at the same pace, adjusting the basic policy of the whole industry, the choice and pursuant of the brand and quality, the choice of the ways of allocation of resources, and the supporting policyare pointed out. Based on the above studies, the author carefully comes out 7 policies affecting China's road transport industry, which are the policy of road transport legislation system, the policy on restructuring the road transport industry, the policy on pricing system of road transport, the policy on reforming the approval system of operating on passenger transport routes, the policy on the development of logistics industry, the policy on the direction of changing the role of governments and its enforcing measures, the policy on reforming road transport administration system.
