Germany Aldo Neoliberals "order" Policy Research

The Ordo liberal school is one of the most important new-liberal school, its core is Walter Eucken. The "Order" is the most important concept in its science system . This paper will research its "Order policy" . The Order policy focus on building and protecting the competitive economic system, It is different from "Process policy" , which resolve the daily economic problems. The former is better then the latter, and occupies the leading place in economic policy. The Order policy includes the erecting policy and the adjusting policy in a "acceptable" competitive order. The erecting policy is constituted by the competitive price system, the stable currency system, the personal property right, the liberty of making pact, the duties answering to the promises and the acting, the open market, the stable and whole policy. The adjusting policy is constituted by against monopoly, adjusting income, resolving the extra outcome, resolving the abnormal supply in the labor market. The Order policy includes the economic Order policy (enlarge the pie) and the special social welfare policy. Especially, the special social welfare policy should obey two principles .The first, accord to the market system; the second, the person should safe himself using his full ability. The state is the greatest role to erect the competitive order, which abide by two principles: first, rule of law; second, restricting the power of interest group and making the Order policy advance to the process policy. The other side, the social belief is important role which can' t be lacked. Though there are two limitations on the theory, The paper consider that The Order policy of the Ordo liberal school is important to perfect our economic and social system, and which is worthy of using for reference in our reform process.
