President Jiang Zeming once pointed out that to cope with the challenges after China entering the WTO , the talented is key. With the changing of the competitive pattern , more transnational corporations will pour into China to seize the business opportunities faster , the first move they make is to hunt for the talented . If we say that the foreign hunters for the talented in the past is far away , then nowadays they are in the same arena competing for the talented with the state-owned enterprises , which are obviously at a disadvantage. How to regain the initiative to retain the talented so that they can stand together with the state-owned enterprises through thick and thin has become a key problem .This thesis researches around the retention of the talented for the state-owned enterprises , the author set forth the exposition following the sequence of raising the problem , analyzing the problem and solving the problem. At the beginning , the meaning of and relations between "the flowing of the talented" and "the excessive flowing out of the talented" are made clear. Then , the present serious situation of the flowing out of the talented from the state-owned enterprises is stated. From the angle of the human resources management , the author expound the causes that lead to the phenomenon . Through the theory of human resources accounting , the theory of utility and the hidden cost, the influences of the phenomenon upon the state-owned enterprises are analyzed. At last , combined with living examples , various tactics and measures are proposed , such as those in the aspects of recruiting , development, compensation and affection.
