| The State Council of the Central Government has clearly put forward to promote the applied research institution or design institution to transform their system for the development of hi-tech enterprise. The system reform of research institution began in the year of 2000 in Dalian . The reform is the process of beneficial regulation, which is concerning with benefit re-distribution among the State , the institution and staff . It is clear that staff placement and assets management are very important and difficult. Though many relative policies have been made by the Central Government or local government, the system reform now is still going on roughly, because most of them are not detail and operative.This thesis used a great deal of relative documents and data from the research institutions and point out the reason . Meanwhile , it also tells how to solve these problems by the learnt comprehensive knowledge . Many advise has been adopted by Dalian leardership group of the Scientific system reform , which can provide the held for some research institutions for their system reform. |
