Shengli Petroleum Administration, The Organization Of Reconstruction And Internal Integration

As the second largest oilfields in China, Shengli Petroleum Administration Bureau (S1PAB) has made great contribution for the national petroleum industry's development. With the integrated recombination and system changing for offering shares in stock markets of the Sinopec, SLPDB has peeled off its core oil and gas businesses and formed Shengli oilfields Co. Ltd, while the former SLPDB has been as an economic combo which makes petroleum engineering and technical service as its core business and combines multi-business, such as a variety of petroleum engineering, public engineering, social business servicing and multi-managing businesses. Therefore the former organization structure and management system and its operating mechanism accordingly which had been based on the core oil and gas business have not accustomed to the developing situation, so it needs organization reconstruction (OR) and inner conformity (IC) to accomplish new development.OR and IC is the efficient means for the big enterprises at home and abroad to achieve management optimization, improve its market competition competence and realize durable development. The article systematically uses some theory and methods concerning technical economics and managing science, basing on the detailed analysis of its running actuality and the necessity to undertake OR and IC, referring to the experience of enterprises at home and abroad, combining the analysis on the international and domestic economic surroundings, put forward to the next step' s idea and scheme for its OR and IC. That is, SLPDB should be gradually rebuilt as an integrating technical service company with the characteristics of resource placing optimization, key business extrusive, different economic component existing and higher competition competence by the way of a series of inner organization reform.With the detailed surveying and experienced professional' s help, the designed scheme has a strong practical processing meaning and reference for the reform of the oilfields' existing businesses.
