Sinopec Shanghai Petrochemical Company Limited Chemical Division Performance Appraisal System

The thesis firstly analyses internal and external environment and performance evaluation situation of state-owned enterprises in our country, and states realistic significance of studying this paper. Secondly, according to documenting, it clarifies theoretical basis of performance evaluation. Thirdly, it analyses existing evaluation system of Shanghai Petrochemical Company Limited Chemical Divison, looking for some defects and searching the direction of improvement. Fourthly, under the instructing of performance evaluation theory, it takes in domestic and foreign advanced experience and methods, integrating some performance evaluation method of Management By Objectives, Graphic Rating Scale and Critical Incident Method, etc. to design a set of performance appraisal system fitting for state-owned enterprises. Then, analyses the main impact factors of the performance evaluation system' s carrying out in state-owned enterprises like Shanghai Petrochemical Company Limited Chemical Divison and specific measures of fulfilling the system. Lastly it introduces the designed system's creative features and some problems which need to be further studied.For the implementation purpose,the designed system absorbs some advanced approaches of successful evaluation practice, and reaches a combination of qualitative evaluation and quantitative evaluation ,routine evaluation and periodic evaluation, static evaluation and dynamic evaluation.From the management rule designing to the result applying, the thesis develops a linked and complete system. Although the new system has some defects undoubtedly, but, its performing will certainly be the forerunner and the accelerator for Chemical Divison forming standard and effective performance evaluation system step by step.
