The Article researched and summarized a case regarding Beijing Jinyu Group. The Group was used to be a state-owned traditional building materials manufacturing enterprises group. With a management model of running as an enterprise, the Group introduces a strategic management method of "Five Unifications" as unified planning, unified real estate development, unified contracting out system with the Beijing Government, unified marketing strategy and unified management on state-owned assets. The Group establishes a management organization structure of setting legal representatives in different levels, carries out the controlling management of under-contract employment system, and operates its companies with a model focusing the structural adjustment. And it also establishes a group culture of "Three-One Spirit " as stressing on innovation, stressing on reality, stressing on efficiency and struggling to be No. 1. And now the Group has managed to convert smoothly from a former administrative management organization into an enterprises group and has achieved an outstanding result. This Article analyzed and evaluated this case of the Group in theory. The Group, by exploring on creative management methods, successfully solved the problems annoying our state-owned enterprises' current reforms, like separation of government and enterprise, absence of owners, establishment of an effective incentive and constrain policy and centralization & decentralization, etc. This is of great sense for us in solving our current problems on how to strengthen the control on state-owned enterprises' managers, on how to improve the state-owned enterprises' managing efficiency and also on how to successfully promote the work of realizing group management on state-owned enterprises.
