Command Automation System Development Process

As military integral electronic information system, C3I system's making is a very complex systematic engineer. It's made with life cycle model now, which has many deficiencies. So, people turned to other method, such as prototype method. However, both these two methods have two deficiencies: one is that they are only interested in analysis and definition of making process and so have little interest in measure, control and mend of process, the other is that they are only interested in engineer process, such as coding process, and so have little interest in management process which is vital to system making as well as engineer process.This paper forwards process management methods to solve the above problems. Different from other process models, process management methods emphasizes on describing one of systematic, whole, and integral making process. It puts the all engineer process and management process into a unified process. It not only defines all the process clearly, but also calls for measuring, controlling, and mending the process.Based on the process management methods, this paper puts forward the process management framework of C3I system making, and studies the whole target, the system analysis, design and the implement method of the C3I system making.
