Facing to the 21st century, China formally speaked out "Western Development" as a most important strategy. The industrical structure in the west is unbalance and low-level. So the strategy is firstly an adjustment for the structure, as to say, Reconversion of Industry.Reconversion of Industry resulted from the practice of industry in many countries. Although there are many successful cases from Europe and Japan, it still need effective arrangement and analysis, which can grasp the whole flow from a high standpoint of system.Applying the relative theory of the reconversion, the thesis analyzes the reconversion environment of the west industry. Based on the theories such like Industry Economics, Religion Economics, System Engineering and MIS, together with the research data, the thesis defines the broad conception and flow chart of reconversion; defines the conception of the reconversion environment, summarizes the factors based on much examples and establishes the evaluation system qualitatively; also introduces the evaluation system quantitatively. At last the thesis evaluates the reconversion environment using the system based on the facts of west industry, evaluating the effectiveness of the factors in it. To find the key factors and then bring out the according suggestion.
