Regional Innovation System Policy Research

Constructing the regional innovation system is welcoming the challenge of the knowledge economy , the inevitable choice of accelerating the development towards the 21st century . The innovation system is the foundation and engine of the knowledge economy , the source of modern enterprises and economic vitality , and the fundamental impetus of economic development , productivity increase and the rise of the standard of living . The construction of the innovation system is a systematic project which involves economy , society , technology and some other aspects . In recent years , some tides have emerged which governments have made economic and technical policies all over the world. This dissertation , synthetically utilizing innovation management , the knowledge-based economy , public administration , and the regional economy , explains the theoretical foundation of the regional innovation system , discusses its main policy instruments , analyses the status of Henan innovation system construction , puts forward the aims , principles , frame designing , promotive model , and some relevant policy recommendations.In the author's eyes , the construction of the Henan innovation system should adhere to the following ten principles : social entirety ,government guidance , market mechanism , effective operation , systemopening , regional coordination , regional culture , combining the innovation policy and market power , combining innovation and economic development policies and avoiding convergence . It is necessary to construct a subsystem , orgnizational system , social service system , macromanagement system , technique system and human resource development system . It adopts seven main promotive models , the science-research-base model , new & high-tech industrial park model , enterprise technology centre model, industrial technology development centre , engineering research centre model , science - research-production union model, and teconology plan model . It also utilizes the fo llowing eight policies in struments synthetically : tax policy, finance policy , governnent purchase policy , intellectual property rights protection policy , promoting the development of MSB, human resource development and management policy , promoting the dovelopment of social service system policy , and industry policy.
