China Government Decision-making Scientific Countermeasures

The policy decision has a long history. With rapid development of the society, the policy decision has turned towards group, democratization, specialization, systematization and legalization from experiment decision, individual decision and closed decision. At present, the social organization in our country is well organized, open and integration. The rapid development of economy and economic globalization make the projects more complex. The policy decision is faced with the unprecedented complexity, immediacy and forwardness. So, it is necessary to put the administrative decision on the scientific course.This paper elucidates the connotation of policy decision scientization and its important theoretical and practical significance. It also makes analysis of the problems that the study on strategic decision is much less than the tactics decision in our country's government decision; the auxiliary decision organ is not effectively used; the policy decision is not democratic, the interior structure of decision system is not reasonable. Further, it puts forward the suggestions of improving and perfecting the government decision scientization, such as, defining the position of the policy maker, enhancing the consciousness of scientific decision of the leaders, strengthening the construction of auxiliary organ, setting up the scientific decision system, combing the modern decision with traditional decision, discussing the measures of realizing government decision scientization, democratization and legalization, and hopes of promoting the healthy and sustained development of politics and economy of our country.
