Divided from China Telecom Corporation (CTC) in August 1999, HMCC is a key enterprise that provides mobile communications services. Since its foundation, it has made great achievements. But as a state-run enterprise, it has many problems to solve about human resources management. So HMCC needs to find a new mode of human resources management that can both fit the development of the enterprise itself and take into account its state-run characteristic.This paper starts from the analysis of the current human resources management system of HIMCC, analyzing the problems of the system and the causes. In order to solve these problems, the author thinks the current system needs reforming moderately in some aspects according to the characteristics of the communications industry and the enterprise itself. So we should establish a hierarchical human resources management system. The paper continues to expound the hierarchical human resources management system from its content, main characteristics and the application and its effect home and abroad.Then the paper analyses and designs how to establish the hierarchical human resources management system in an enterprise, including the post grades clarification, the performance valuation system building, the establishment of pay inspiring system, and the establishment of the effect valuation system after using the hierarchical human resources management system. Finally the author analyses the cases of human resources management system reform in HMCC, and concludes the paper with the feasible design of establishing the hierarchical human resources management system inHMCC.
