With graduaI deepening of economic system in our country, therefOrm of government-owned enterprise is getting more and more difficult,and some contradictions in the depths, Qne of which is undoubtedly theIarge amount of problem derived from now existing government-ownedenterprise property right system, are increasingIy getting to have to beresolved. After the market economy is finaIly decided as the aim of refQrm,there are many different views in theory circles about the course ofgovernment-owned enterprise property right, enclosing the basis of sociaImicro economy. And aIso the way it goes is different in various areas as therefOrm running to the end. Based on comments on different viewsmentioned above, this thesis first defines what is jumping reform and itsdefects. NeXt it gives some ilIustration on the idea that government-ownedenterprise property right, which especially with the deepening ofstep-by-step reform have become an huge hindrance, is a historicaleconomic conception during certain era. And in the conteXt, it expounds thatthe jumping reform is essential to renovate system, resolve hard problem inenterprise reform, and acceIerate productive forces in establishing and thenfinally improving the market economic system. ln terms of comparison withjumping and step-by-step reform, an idea is put fOwrard that the reformmodel is selective but with some Iimitation productive rights whiIe the firststep by step refQrm is essential .Then a conclusion is made that to begin ajumping reform after 20 years step by step reform is an optimal combinedreform model. Advance probing is gone into the possibility of jurnping reform.Finally, a simple model of jumping refOrm is given and some possibIeprobIems in the reform are discussed.
