| The imbalanced development among regions is a general phenomenon in the course of economic development. In our country. It takes the form of differences in the eastern and western regions. The backward economic level in the western region has restricted badly the lasting development of our economy, so the project of Grand Development to the west of China become a necessary choice in the development strategy of districts' economy. How to implement this strategy and promote the coordinative development of districts' economy, is one an important task that our government face. Fiscal policies, which act as the important instrument to control in macro-economy is going to exert active action. The thesis attempts to research from the point that the right connection how to keep between market and government in the course of district economic development, which takes into account the faultiness of market mechanism in our country and conditionality of development in the west. Then, advice is brought out that chooses fiscal policies that promote western economic development. Because the Grand development to the west of China is an extended and huge engineering, it is impossible to be accomplished immediately. This thesis takes into account in the stages of the period and different levels of regions, so that the fiscal policy is exercisable in practice in the course of promoting the Grand development to the west of China. At first, it sets forth the imbalance increasing theory that market will promote to produce "polarization" in the course of the development of districts' economy. In light of the foreign experience, we conclude that it is difficult to decrease economic disparity among different areas only depending on market's force, so it needs government' adjustment. In our country, there are great economic disparity between the eastern and western regions which restricted the development of our total economy, so it is necessary and possible to implement the project of the Grand Development to the west of China. There is the inferior position in the west compared to the east's conditions in the location and policy, must be the relationship treated properly between market and government .The function to market is basic and persistent and the action to government is defective and previous. In advance of the Grand Development to the west, government should base on the market mechanism, changing the function, decreasing direct intervention in disposing resource, creating good environment of investment for west, so as to promote the coordinative development of districts' economy.
