This paper is an attempt to make a comprehensive and systematic analysis of governmental administration innovation. The paper is based on our understanding of the basic concepts of government and governmental administration innovation. It clarifies the long-standing incomplete and wrong understanding of government. It makes it clear that government is an organ to execute state power. A beneficial exploration is made on this point.
