Author adopt the theories of Developing economics, Regional economy and Industrial policy theory to analysis the condition of natural resource and economy about area of Jiansu North. Base on systemically analysis the developing regularity, the author regard that key factors for regional developing North of Jiansu are technology advance, regional distribution, prop industry cultivating, manage scale. The developing mode of prop industry and regional economic run also is discussed in this paper. Base on the data analysis, technological advance and outside-marketing demand is main developing power for developing Jiansu North Zone. It can rapidly promote the economy and social level to establish the Jiansu North Spark Technology Zone (JNSTZ). The construct of JNSSTZ should choose natural resources processing as the technology-orient prop industry, marking-oriented and technology-oriented is the key factor for prop industry cultivate and grow in this area. Regularity of industry space diffusing is that gathering firstly and then diffusing. No- equilibrium developing is necessary for iNST developing. JNSTZ development should adopt Spot-Line mode. In the beginning, choose the spot near main traffic line as new growth-pole, and then diffuse alone the traffic line. Basic condition of INST industry is that lower industry concentrate degree, small enterprise scale, lacking of the competition ability. The government should select main industry which can lead the local industry developing. The key objects should be to improve local product competition advance, local enterprise competition ability and prompt the local industry structe upgrade. Regional economy and social developing is not only determined by one factor, the development is the results of technology, capital, talen, information and marketing, Ct, al. The government should have a wise planning and have effective industry policy.
