In the process of internal management of modern enterprises, the importance of human based management had been recognized by and by. For a firm, what it depends to grow up are no other things but human resource and material resources. When natural resources are no longer in shortage, the entrepreneur focuses his eye sight on human resource. How to effectively use and manage human resource in order to get maximum output from given amount of human resource is what human based management needs to answer.This essay focuses on problems of human based management of Sichuan Double Horse company. Since its change of mechanism from 1997, Double Horse company has made splendid achievements. One of the important reasons for this achievement is that the company has been carrying out a management model where human resource is treated with high priority. Analyzing, investigating and complementing this management idea during the production operation, reformation and development of enterprises are of very significance in promoting the construction of modern enterprises system and strengthening dynamics of enterprises.There are four chapters in this essay.Chapter One, introduction of some based situations of Double Horse company. In this introduction, the author gives us a thesis that one of the most important reasons in the development of Double Horse company is that it carries out the idea of human based management .From Chapter Two to Chapter Four the author makes a thorough analysis in environment and in real measures of carrying out human based management. From the analysis, the author gives some advice on how to complement the human based management according to the shortcomings that exist in the management of Double Horse company in order to guide the practice.Chapter Two, the analysis of environment of carrying out human based management of Double Horse company, the choosing of human based management model comes from the external and internal environmental factors. The author firstly analyses problems that exist in cement enterprises in Sichuan, the author introduces the development of human based management thought, explaining the essences and significant of human based management. Lastly, the author points out that it is a unavoidable choice for Double Horse company in its way to construct modern enterprise system to carry out human based management.Chapter Three, measures to Double Horse company in its carrying out human based management. At very beginning, the author summarizes four principles that Double Horse company must follow in its way to put human based management into effect. These four principled are conclusions and extractions of thorough understanding of human based management. These four principles consist of the principle of management in which human takes high priority, the principle of stimulating, the principle of promoting workers' synthesized of mutual development of person and enterprise organization. Guided by these principles, Double Horse company carries out human based management with five measures .They are:Target management which the company uses targets to stimulate workers to promote productivity and the whole profits of company.Synthesized examination system which workers take examinations every two years. In this way the company forces workers to promote their comprehensive qualities and to make progress together with company.Constructing perfect regulations. Constraining workers by regulations is necessary complements of company affairs.Carrying out self-disciplining movement to urge workers to participate the demoratic management of company affairs.Cultivating cultures with Double Horse characters to model Double Horse image in the society.This is a mass basement that confirms the realization of human based management.The above five measures stand mainly for the characters of human based management of Double Horse company.Chapter Four, problems to Double Horse company in its way to put human based management into effect.
