| Due to the forthcoming entry to the WTO and furthermore the telecommunication is one of the sectors which catch great attention of the foreign enterprises. By analyzing the current internal and external situation faced with China Telecom, the author thinks it is so urgent to find ways and solutions to deal with it.The author of this article works for China Telecom. Based on his own experience in this enterprise, he provides his own perspectives and the according solutions for how China Telecom can maintain its privilege in Chinese market when it is faced with the oncoming fierce competition and to be undefeatable in the future international competition.This thesis first introduces the general situation of the telecommunication sectors, including its concepts and contents, analyses the opening process, the development trends of the foreign telecom sector and the major approaches and solutions used by them. Based on the analysis of the developing process of Germany and Argentine, the author made the conclusion that it is so necessary to open the Chinese telecom market. Then this article introduces the development process of China Telecom. It analyses the characters of the Chinese telecom market, the future of China Telecom, the form and changes of the competition structure, and puts emphases on the importance and necessity of Chinese entrance to the WTO. In the end, it puts forward the approaches the Chinese telecom operators should take on the basis of the analysis which was mentioned before.This article consists of three parts:1. The analysis of the current situation of the international telecommunication businessOn this part, the article mainly deals with the analysis of the current situation of the major foreign telecom operators. The analysis is mainly composed of the composing parts of the management, the composition of the capital, and the history and developing process of them.2. The current situation and status of China TelecomOn this part, this article mainly presents the today's situation of China Telecom. It analyses both the merits and privileges and inferior position that China Telecom is situated. The content mainly deals with the changes of the management system, network structure, the composition of business sectors and the analysis of demands.3.This part deals with the changes of the Chinese telecom market and the researches of the according approaches and solutions along with the Chinese entry to the WTO.In this part, the author mainly analyses with the Chinese entrance to the WTO, the entering of foreign telecom enterprises to Chinese market, the possible alternations of the local telecom markets and the challenges and opportunities faced with the national telecom operators. The author puts emphasis on the importance to the Chinese entry to the WTO, and shares his own perspectives of how the Chinese telecom enterprise will do among the fierce international competition. This set of solutions and approaches includes the government policy, the macro economic changes, the management strategies, the ways of competition and cooperation, the alternation of business(the changes of technologies and equipment), the management of spenditure, the management structure of the employees and professionals(the human resources management), the capital operation and the according changes of ways of thinking.The author affirms that with the Chinese entry to the WTO, the Chinese telecom sector will face more opportunities than challenges and difficulties. In order to deal with the intense international competition and the internal problems which exists in the Chinese telecom sector(mainly exists in China Telecom Group), the author puts forward that the only way to tackle this problem is to reform the whole enterprise, therefore can enhance its competition capability among the national market and to speed up the rapid growth of the local telecom enterprise.
