With the transformation of our social economic system from planned economy to market economy and the constant deepgoing of enterprise reforms, regrouping and changing management sys- tem of various kinds such as transforming enterprise mechanism, reorganizing, annexing, combining and bankruptcy are developing in depth. The risk of commercial bank loans is getting greater and greater because of the imperfect laws and regulations at presentin China and the impermissible behaviour in transforming system and bankruptcy during the period of the transformation. In order to further study the risk of bank management during this period, the auther analyses their influences in the paper from three as- pects as follows: the transformation of our social economic system from planned economy to market economy, regrouping and changing management system. The auther also probes and dis- cusses the financial contermeasures of how to control, how to set- tle and how to prevent the risk. Besides the author puts forward some superfical views on setting up a kind of specialized bankrupt institution of finance so as to draw the attention of the financial and theoretical cirles and practical workers.
