Part I analyses the present situation and the legal character of Housing MortgageLoan Part If introduces some successful operation of this system in sevaral typical countries and areas in the ~world. the author also makes some comments on them. Part NJ concerns the risks that main parties would face and puts forword a series ofproposals and measures to avoid the risks . Among them, insurance system and credit security system are emphasized. In the last part , the author thinks that the government should play an active and important role in the market. Its main tasks are protecting the debtor,enacting active policy establishing and perfecting the market.
