Under the background of China抯 being entering into WTO, the system of finance in China must be reformed. This paper analyses the challenge and the chance that entering into WTO brings us. Based on this analysis, the author concludes that the commercial banks in China should be reformed as soon as possible. But since we know that the questions of these banks have been accumulated for about 50 years since the liberation of China, then we should not expect the quick effect of the reformation of the commercial banks in China. Facing the opening world, what should we do? This paper points out that non-governmental finance is necessary for China, followed by analyzing the possibility, the required circumstance of the development of the non-governmental finance. In the end of the U paper the author gives some pieces of advice about how to reform the finance system in China, involving commercial banks and non-governmental finance.
