Under the premise of executing the government policies strictly, Agriculture Development Bank of China (Abbreviation: ADBC), as a medium organization, an executive organization and a control organization of the government policies and reforms, extends credit to food enterprises to support their production and circulation on the one hand, and supervise their proper use of the purchasing fund in the course of food production and circulation on the other hand. The position of ADI3C to the food enterprises can be put as follows: when it is extending credit to enterprises, it is under the guidance of policies, with the purpose of meeting enterprises need of fund and affording better services. Hereupon, it is playing the role of daughter in law? When the credit has been extended, it must supervise the enterprises to ensure the proper use of the credit. Here, it plays the role of mother in law as a saying goes it is easy to be a mother in law but difficult to be a daughter in law. But at present, because the supply of the purchasing fund is rigid, that is eveiy grain of food must be backed by credit, it is easy for ADBC to play the role of the aughter in law However, because the iffationality of the government food price mechanism and the lagging of the food reform, such phenomena appear: food enterprises divert purchasing funds to compensating the loss; the quality of the credit asset deteriorates(arising from the fact of the food going bad), resulting in the difficulty of recovering the capital and the interest; the closed circulation of the purchasing fund is becoming impossible, due to the loss of the find. Therefore, ADBC is difficult to play the role of the other in law Naturally, ADBC work of crediting is in a dilemma situation and many problems appear. The thesis, starting from the problems arising from the course of ADBC food funds crediting and management, first of all, analyses the problems, then traces the causes of them, and finally put forward measures to solve the problems. Part I exposes the problems in ADBC crediting management. The part mainly focuses on the following four aspects: the increasingly unpaid interest, the deteriorating credit assets, the impossibility of the closed circulation of the purchasing fimd and the ever outstanding contradictions between food enteiprises and ADBC. Part [I analyses the problems listed above to trace the causes. First of all, from the point of policies, the thesis analyses the process of the food price reform and, through comparing the food price mechanisms between China and other countries, concludes that the insufficiency of China food price mechanisms lies in the fact that there is no seasonal price differences in the food protecting prices; the executive organization of the price protecting policies is still the state-owned enterprises that plays both the roles of enterprises and the government; the fund to back the price protecting policies is still the risk finds. Secondly, from the point of institutions, the thesis points out the present province-governor-responsibility system has the following shortcomings: there is an imbalance in responsibility, right and benefit for local governments during the course of the food management, there exists contradi€*ions between the province-governor-responsibility system and themacro control of the central government, which means that the food mar...
