From The Construction Of The Csce System Of Cooperative Security

ISince 1990抯, the concept of Cooperative Security has drawn high attention around the world. In the mind of many people, this concept is closely connected with ASEAN Regional Forum. In fact, Cooperative Security is also resulted from the Conference of Security and Cooperation in Europe(CSCE). This thesis analyzes.1Cooperative Security抯 concept, feature and obstacle to realize through the review ofthe CSCE security regime formation. The CSCE is. a useful case study not only itdisplays a good example of a cooperative security regime, but also it is regarded as aIworking model that can be applied to other regions such as the Asia-Pacific region. For this purpose, this study consists of four chapters. Chapter 1 mainlyanalyzes the CSCE security regime formation since its establishment in 1972. From I the perspective of five periods, we can draw a conclusion that the CSCE secuntyregime become more and more complete and play a rather important role in the areaiof Euopean security. However, the end of the Cold War changed this situation andresulted in weakening of the CSCE.Chapter 2 studies two forms of security cooperation: Collective Security andICooperative Security. Compared with Collective Security, Cooperative Security is aform of security cooperation which characterizes regime formation. Then completelyIintroduce Cooperative Security to the readers, including its concept, characteristics,condition to form and difficulty to realize, and so on.Chapter 3 emphasizes the positivism study of Cooperative Security and pointsIout the main principle the CSCE carries out is Cooperative Security. Against the special backgrounds, the CSCE has played a very important, although not key, role inEurope.Chapter 4 shifts the attention to the influence of the CSCE Cooperative Security concept, which initiates the hot wave of global cooperative security study.IChina抯 new Security concept and NATO抯 peaceful partnership relations plan havesomething in common with it. In fact, East Asian pattern of cooperative security is situated in the primary stage of the CSCE pattern.
