Taking Marxism and DengXiaoping Theory as guidance , Adopting analytical method of combining theory with practice and associating politics with economy , the author reviews the evolution of the Party抯 (CPC) policy on private businesses since the reform and opening up then ,analyzes the reasons why the present policy is correct, and puts forward some suggests on the basis of research for specific questions. The article is composed of three parts. Part one The evolution of the Party抯 policy on private businesses since the reform and opening up . From a micro-reviewing the process of development of private businesses and evolution of the Party抯 policy on it ,the basic conclusion can be drawn that the growth of private sector of economy actually is through itself pushing gradually policy-makers to change their ideas and adjust the policy . The development of private businesses is not only attributed to the factor of the Party抯 policy but also due to the profound economic root. Part two The analysis on the reasons why the Party encourages developing private businesses. The viewpoints are as follows First , in the primary stage of socialism , there is no material pre-condition that the private ownership should be eradicated . Second , the existance and development of private businesses in recent stage is resulted from the action of the law that the productive relations suit themselves to the productive forces . Third , the development of private businesses is the objective demand of a socialist market economy . Finally , a summary of experience and lessons concerning private businesses in various historical periods is put forward to support the above viewpoints. Part three some thinking about two significant theory questions relating to private businesses . one question is ?permitting the existance and development of private businesses, in the same time , keeping the public ownership in dominant position ?, the other is ?permitting investors of private businesses to take part in politics , in the same time baning them from joining the Party敗鯡ND-END ■...
