At the beginning of American founding, the framers had established the constitution in 1787, enacted the framework of the political power named by“separation of the three powers”, in order to preventing dictatorship by the separation of powers. In foreign affairs decision-making, the struggle for war power between U.S.Presidency and the congress contributed to the ebb and flow of the President’s war powers in American history.The terrorist attacks on September 11, 2001 not only changed the national security concept of the United States,but also profoundly affected the American foreign military strategy, the anti-terrorism war had become the main task of the national security strategy. Due to the militarization of anti-terrorism policy and the absolute security of new conservative and the safety demands of the American public, the war power of President of the United States have demonstrated the new expansion after the terrorist attacks on September11,2001. During the war in Afghanistan and Iraq, the big change of the president’s war power have fully been reflected. The war in Afghanistan and Iraq had made America into the mire of “winning two wars”. The Middle East situation is becoming more and more difficult to control, also appeared a serious economic crisis at home at the same time. After President Obama took office, in the face of the problems at home and abroad, began to adjust President Bush’s anti-terrorism policies,implement the relative shrinkage of military policy.The changes in the American presidential war powers is not only the product of evolution of the national foreign military strategy, but also favored by the domestic and international political, economic, and military and other factors, also reflect the demand of the national interests of national security. The ebb and flow of the U.S.Presidential war power under the "separation of powers" political framework, the congress and President to share the outcome of the diplomatic decision-making.However, the war power struggle between the President and congress just aim to check and balance the diplomatic power and oversight of foreign policy decisions, essentially serves the needs of American national interests.
