Research On Social Organizations 'Participation In Government' S Purchase Of Public Service

This paper chooses social organizations as the research subject. It firstly defines three related concepts including ‘social organization’,’government purchasing’and ‘public service’. Secondly, it explores the theoretical basis of the study through the government failure theory, social capital theory and social choice theory. Then it reviews and summarizes the related literature to learn the existing academic achievements of the scholars in this field. In the concrete discussion,I choose Z in S province participating in the government purchasing project as a case and adopt two main study methods,the literature research method and the survey research method.Through collecting and analyzing the documents from the library and the Internet,visiting the related deparments and interviewing their staffs,I try to learn more about the specific situations of Z undertaking the government project as well as other social organizations.The government’s inaccurate position on social organizations,less clear purchase standards,the non-standard purchase procedures,the insufficient investment and the lack of the supervisory system;the social organization’s inaccurate position on itself,the lack of funds sources and not enough professional level;the people’s nonconfidence in the social organization and not obvious consumer indentities. All above are problems found in this study. Social organizations participating in the government purchasing is an interaction process of three main bodies including the government,the social organization and the people they served,and problems faced with every body could affect the whole project. If we search to the bottom of these problems,there are five aspects below. The government has not adapted itself to the transformation of its function. The related reformation is not mature. The relationship between the government and the social organization is unequal. The organization itself is not good enough to accomplish the government’s project successfully. The social identity of the social organization is low.With encouraging social organizations to take part in the government purchasing,it can effectively relieve the reality of imbalance supply-demand of the public service,satisfy the need of the social development and realize the stable, orderly and sustainable development of society. Thus,we must choose reasonable countermeasures and approaches to further improve the work of social organizations participating in the government purchasing. This paper puts forward suggestions mainly from five aspects:transforming the government’s function to firm the basis of public services;establishing and perfecting the machanism to increase the efficiency of public services;deepening the management innovation to improve the performance of public services;training the professional abilities to heighten the level of public services;creating the good atmosphere to strengthen the awareness of public services.
