| Putting the appropriate talents into the right position is the decisive link of our party and country’s success or failure. Improving the system of party and government leading cadres’ selection and appointment can provide the strong logistics support, talent support, and organization guarantee for the well-off society building, comprehensively deepen reform, and comprehensively running the country and the party by the law. The eighteenth CPC National Congress and third plenary session has put forward new requirements to the party and government leading cadres’ selection and appointment system, and also emphasized the principle of placing leading cadres under the party supervision to improve the competitive selection mode. The shocking Hengyang National People’s Congress vote fraud event has exposed the vote problem of the National People’s Congress representative election. As the printing and distribution of The Regulation of Party and Government Leading Cadres’ Selection and Appointment(revised in 2014), and Xi Jinping, the general secretary made requests on the reform of party and government leading cadres’ selection and appointment system, the research of voting problem and the governance in party and government leading cadres’ selection and appointment is important and indispensable.This paper uses the literature analysis method, theoretical study method, empirical study method, and comparative study method. On the base of combing the domestic and foreign related research literature review, from perspective of the governance theory, game theory, rational choice theory, human resources management theory, trying to analyze the voting game behavior of leading cadres’ selection and appointment by using vote mechanism and the concept of rules. Using modern voting theory to putting forward the governance strategy of completing and perfecting the voting game behavior of leading cadres’ selection and appointment.This paper is divided into six parts. The first part is the introduction that expresses the background and research significance, combs the domestic and foreign research present situation, and points out the main research contents and research methods. The second part mainly is the key concepts and the theoretical basis. The third part mainly studies the vote mechanism and the value orientation of rule fair, rational reflection, implementing path and innovation mechanism. The fourth part analyzes the voting game in Hengyang election, simply expressing the case’s disposal and the influence, focusing on the strategic voting behavior and the game behavior in the case. The fifth part has a system analysis of the voting problem in party and government leadership cadres’ selection and appointment, like the democratic recommendation and single candidate voting system problem, the drawback of vote method and vote rules, the conflict of strategy and moral value, and problem of only taking the quantities of tickets into consideration. The sixth part puts forward the governance strategy, mainly including five paths, like improving democratic recommendation and the competitive election, standardizing the tickets’ secret writing and voting rules, coping with vote indifference and governing canvassing fraud, strengthening supervision response and eliminating the tickets’ unique role. To avoid the ’top-heavy’, this paper simplifies the previous three parts research(about 11000 words), highlighting the last three parts research(about 23000 words). |
