A Study On The Corruption Prevention Mechanism In The Selection Of Leading Cadres In County (City) Level

In the wake of the Eighteenth National Congress of the Communist Party of China(CPC), anti-corruption has been of high priority in the work of CPC, which has repeatedly stressed that "both tigers and flies” should be suppressed firmly in an attempt to prevent and correct the inner-party election irregularities and corruption, to maintain the party’s ruling status, and to consolidate the party’s political security. At present, CPC laws and regulations are not sound enough, malpractices in society and remnants of feudal ideology exist producing a series of negative effects and gradually infiltrating into the cadre selection and appointment field. Corruption in the selection of leading carders of CPC, especially those at the county(city) level has affected the image and reputation of the CPC, which should be given much attention. Therefore, to solve the problem of corruption, leading cadres at the county(city) level is crucial. And the mechanism to prevent corruption is of importance.To study and analyze the mechanism of corruption prevention for the selection of leading carders at the county(city) level, methods of literature analysis, historical research, comparative analysis and the like are introduced through which the causes for corruption in the selection are summarized and solutions as well as suggestions are proposed. Discussion on the corruption prevention mechanism for the selection and appointment of leading cadres at county(city) level is divided into three parts: introduction, main body and conclusion. In the introduction part, the paper mainly analyzes the basis for and meaning of the discussion of corruption prevention mechanisms for the selection of leading cadres at county(city) level, reviews the current research status about the subject at home and abroad, summarizes the research content of this topic and the predictive creative achievements, and explains research methods and thesis framework of the topic.The body consists of four parts as followed. The first part is the general theory of the selection and appointment of leading cadres, giving the concept of appointment of leading cadres, theory about the selection and appointment of leading cadres put forward by Marxist classical writers and the historical review about the CPC’s leadership cadre selection and other aspects, thus offering the theoretical and historical basis for the research on the selection and appointment of leading cadres at county(city) level. The second part concentrates on the corruption in appointment of leading cadres at county(city) level, summarizes the status, characteristics and harm to the security of the ruling party. The third part analyzes the deep-rooted reason of corruption for the selection of county(city) level leading cadres from the perspective of institution, history and social environment. The fourth part is the construction ideas for the corruption prevention mechanism in the sense of the improve of the related systems for the selection of leading cadres, promotion of social governance for the county(city) and the purity of political ecological environment of the county(city),etc.In the conclusion, the paper reiterates the solutions and suggestions for the corruption of appointment of county(city) level leading cadres and views that by implementing the system of selection and appointment of leading cadres, comprehensively promoting the county(city) social governance and creating a clean political environment measures, the selection of county(city) level leading cadres will become increasingly standardized, the unhealthy practices in the selection of new employees will gradually disappear, and the party’s advanced nature and purity would be upheld effectively.
