This paper aims at providing an useful reference to the law construction of China by exploiting“governing with the combination of law and etiquette”in traditional Chinese culture.it is admitted that many questions exist in Chinese law construction :lack of legal concept,the faith in law and public recognition.This paper is guide by Marxist theory and employs Marxist outlook,view and methods to analyze question,explaining traditional“governing with the combination of law and etiquette ”and its reference value from the perspectives of theory and practice.This paper clarifies the essential essence of “law”and“etiquette”,the relationship between“rule of virtue and rule of law”by sorting out the concept and development process of “governing with the combination of law and etiquette ”.it illustrates the contents and essence of “governing with the combination of law and etiquette”from four perspectives:rule of virtue,benevolent government,law supplemented by etiquette and etiquette supplement by law.Enlightenment on governing by laws is gained from analyzing“govern with laws and virtues”.Firstly,the combination of law and virtue should be adhered to show etiquette by carrying forward the law and improve public morality.Meanwhile,virtue should breed law concept and support law culture.Secondly,we should combine law and etiquette to govern the country.Thirdly,the education of law and virtue should be combined to cultivate citizens’ awareness of rules and law and improve public morality;and government senior officials’ morality and their mastering of law should also be improved.
