In recent years, with the rapid development of social economy and public services, business workload and social public welfare function borne by institutions is increasing. The institutions began to employ a large number of unofficial personnel to meet the demand of development, who played an indispensable role on all kinds of technical posts and service jobs, they have become an important force in the development of institutions, and made a positive contribution to the development of institutions.There are some characteristics of unofficial personnel such as the number of unofficial personnel is very huge, with complex personnel structure, great mobility, low comprehensive quality. The management systems of many institutions are not standardized, lacking of excitation mechanism. There is a disparity of remuneration and management style between the staffs and non-staffs, which lead to the instable of unofficial personnel, the reducing of work efficiency, even affect the success or failure of the reform of public institutions. The situation of personnel management in public institutions is becoming more and more complicated, how to standardize the management of non-staff, stabling the unofficial personnel, giving full play to the role of supernumeraries, which are the problems must be solved in the personnel management of public institutions.For the problems of unofficial personnel management of institutions, this paper, through researching the present situation of unofficial personnel management of China Meteorological Administration Service Center, summarizes the problems of unofficial personnel management of the institutions, analyzes the reasons of the problems, and puts forward countermeasures from the national government, employers, individual employees of several angles, including that strengthening the supervision of government departments to institutions, improving the salary and benefits of unofficial personnel, strengthening the education and training, improving management system, etc.
