During the feudal society, China practices salt and iron monopoly system. The salt and iron monopoly system, especially the salt monopoly, obtained the considerable income for the feudal regime, so all previous dynasties feudal government managed to grab the special and exclusive sales of salt and iron without hesitation, which was the important component part of the fiscal revenue. Therefore, it was of great importance to manage and control the salt, and the Salt law was developed into the extraordinary important legal system with a high historical status. This article takes the salt law and policy during the period of Ming and Qing Dynasty as the research object. Through abstracting the articles of salt law of Ming and Qing Dynasty, the writer makes a deep analysis and excavating the features of the salt law. The features included not only the time feature of salt law in Ming and Qing Dynasty itself, but also the inheritance of the previous salt laws, for example the inheritance of unique feature of Tang and Song dynasties’ salt laws. In addition, salt law in Qing Dynasty was based on the Ming Dynasty and made an advantage. In chapter Three, the writer makes a further discussion about the practice of the salt law through reciting plenty of judicial precedents about salt selling. In the Chapter Four, through the salt laws of Ming and Qing Dynasty, the writer summarizes the salt laws and judicial precedents during the period of Ming and Qing Dynasty, and makes proposals for our current legal construction.
