Study On Road Traffic Management In Tai'an City

In recent years, with the gradual increase in income and living standards, Tai’an’s motor vehicles, especially the rapid growth of the number of private cars, traffic demand and traffic supply and demand contradiction between supply and demand is growing, traffic pressure increasingly prominent, the main road traffic congestion tend to be normalized. Under this situation, the traditional compartmentalization of road traffic management model has been difficult to fundamentally solve problems of bull management, unclear responsibilities, the waste of resources, we must build up a comprehensive road traffic management system.In this paper, based on the theory of integrated management as the theoretical support, the paper carries out an empirical study on the current road traffic management in Tai’an, and analyzes the main problems and the fundamental constraints of the road traffic management. Then, from the perspective of holistic governance, the reform of traffic management in some parts of the country and Europe and the United States has been set up, and the experience of the integrated management is summarized. Based on the above research data, this paper finally from the guiding ideology, governance principles, the main task, the realization of the four aspects of the system, the Tai’an road traffic management, the overall management ideas. Among them, the realization of the way is from the institutional adjustment and functional integration, clear responsibilities, improve the operating mechanism, establish coordination mechanism, improve the supervision and management mechanism, strengthen the legal system construction and other six aspects of the theoretical basis and methods.In this paper, we analyze the problem of government administrative management under the framework of the overall governance theory, which is also less, so it can only be considered as an exploratory study. Holistic governance makes the management can jump out of the "headache cure head, foot painful medicine foot" fragmented management mode, separate management integrated into a comprehensive, system management system, to form a citizen demand overall management patterns oriented in a virtuous circle.
