Research On Improving The Performance Of Discipline Inspection And Supervision In Township Of Yunnan Province

Discipline Inspection and Supervision Department in village and township governments is an essential and realistic force to promote clean and honest government construction and to fight corruption locally. Also, inspection and supervision practices of the supervisory organs play an very fundamental role to modernize the organ’s governance ability. Whether the organ in villages and towns can function well has a direct bearing on Party construction, honest and clean government construction, and even the Party’s governing status and the steadiness of state power.YunNan province are generally featured by backward economy and poor natural environment conditions. Those villages and towns usually are populated but scattered and population quality is relatively low in YunNan province. In recent years, anti-corruption work tends to be more difficult in township governments as corruptions or undisciplined cases at those areas increases along with economy development and become more covert. However, the function organs who are undertaking anti-corruption tasks in YunNan province, in many aspects, are limited. Therefore, their work efficiency is far more below the required anti-corruption tasks. It is not hard to conclude from the above mentioned that promoting work efficiency of inspection organs in township government has significant meanings.The dissertation looks back the progress and development of township inspection organs and their current working situations, and has further stated the significance and meanings of strengthening inspection functions in those areas. Besides, this dissertation also deeply analyzed factors that may affect work efficiency in those areas, which are, backward minds, inappropriate candidates, disordered and loose management, complicated objects and environment, limited work budget and poor facilities, simple working methods and approaches, over-complicated double leaderships, and weak supervision abilities.In the last part, this dissertation provided seven suggestions to promote inspection efficiency of township supervision organs in YunNan province. Those suggestions are: help village citizens to update their minds through education, help inspection officers to strengthen their competency, standardize management and increase team coherence, take initials to revolutionize community management methods and help citizen to adjust to current social environment, integrate resources to increase work budget and facilities, improve inspection approaches and make them more scientific, promote system reform and enhance the organ’s supervision function.
