Research On The Problems And Improving Methods Of Integrated Household Survey

In 2012, the National Bureau of statistics carries out comprehensive implementation method of household surveys, the surveys about the integration of urban and rural residents’surveys. The reform of the urban and rural residents’ surveys in X Countystarts from December 1,2012.The integration goes well overall, but some new situations and new problems appear in it.I work in the Department of statistics. I can effectively collect a large number of survey data about intergrated household.This articel will describle the present situation, explain the problems, analyze problems and solve them. It mainly uses the literature research method, data analysis method, the contrast of a detailed analysis of the collected data and the fact of the household. Data error analysis, and to explore the cause of the error.It analyzes the inaccruacy of the data and discusses the reasons for it.Through the research, we found that the integrated household survey in X County has some problems which are mainly divided into two categories:the first category is the bookkeeping business itself. The second is the investigation system problems that the government revenue growth index is too large;the administration intervenes the household survey;local governments compete with each other;the provincial Statistics Department makes sure per capita disposable income of the districts.These problems seriously affected the quality of survey data.The causes of these problems from the surface is that the development goal is weak infeasibility; survey statistics are reported layer by layer; the provincial statistics department "power rent-seeking", the data is completely open to the public.The deep reason isthat the Party and government leaders are ambious for great achievements in short term;the township governments are weak in their power;some places lack government organizations; the statistical department of Party and government has an embrassed role in the examination and supervision but as a result they are just a mere formality; the previous investigation and the later investigation is not divided.Based on the above analysis,let me put forward the following solutions:The county government departments, inter-county governments, county governments and City Halls all should advance coordinated revenue growth target, ensure the feasibility of household survey data.The income should be included in the secrect programs and be open in accordance with the application. The Provincial Statistics Department separately sends feedback data, avoid vicious competitions. Departments of statistics in cities, counties, towns are onlyresponsible for collecting, data entry instead of the calculation and summary.When the government sets a target, it should communicate and compromise with each other.The goal system must be flexible.The government agencies will gradually be eaqual,reduce the levels and strengthen the basis.The Party and the government should be seprated and the Party is ought to be responsible for the overall situation. The sturctures of income distribution and performance evaluation should be set up.The independence of court of law, the people’s Congress andi procuratorate should be improved. The National People’s Congress should exam and supervise the government department of statistics.The Bureau of investigation and the appraisal committee, belonging to the government and the National People’s Congress, will be separated from the information function and assessment, supervision.
