A Study On The Implementation And Practice Of Social Organization Assessment Policy

As an effective way to promote the healthy development of social organizations, the evaluation of social organizations has been widely accepted by government and academia. In abroad, the Ministry of Civil Affairs (MCA) realizes the importance of social organization evaluation. In 2004 the nationwide pilot evaluation system started and the social organization evaluation system was constructed. Later, the system was gradually implemented in the provinces and municipalities in China.Currently, the development of social organization evaluation is not yet mature, and the evaluation practice has many problems. It needs continuous exploitation and improvement both in theory and in practice. It is in this context that the paper makes a study on the social organization evaluation on the basis of large amount of academic research. Combined with the practice of China’s social organization evaluation, it tries to promote the further development of social organizations.In this paper, X City community organizations to assess practice specific object of study, Analysis of elements subject, object, method and index of evaluation elements such as, found that there are social organization evaluation practice low administration, social organizations, the contestant needs evaluation, third party appraisal institution participation insufficiency, the diversity index of social organization not give attention to two or more things, unreasonable structure of evaluation experts, lack of professional evaluation, and many other problems. Combined with the development of the main problems facing society organizations, Analyze the causes of government, social organizations, third-party evaluation bodies of the three factors, thought the government unable to inspire social organizations for the purpose of regulatory assessment of endogenous demand, while the third party construction is not perfect, the ability to assess and authority, as well as difficulties, obstacles to the third party to participate in the process, and based on this, advances the Suggestions to improve the social organization evaluation.
