There’s an old saying:granary is etiquette. We once thought as long as the economy went up, every problem will be solved, including ethical issues. Nowadays, the abundance of material life can’t bring moral progress. Conversely, the worrying situations appear constantly:dishonesty and the loss of morality in the whole society. Why? Some people think that it was because of the market economy. This article represents a different view, and the law of moral evolution is explored through the perspectives of institutional arrangement and public policies.Throughout all ages, all of the governments regard the promotion of public morals as their responsibilities, but the results are not always satisfying. The fact that people of all generations sigh for "Men are not what they were in times past and the general moves are getting worse and worse" explains this well. Based on the efficiency analysis of the government calling for the moral construction, we can draw a conclusion that it is what the governments do that really matters but not what they say. Power is the main factor that affects moral progress. Unrestrained power is the main culprit of moral deterioration. If power is not restricted, rights are not protected. Likewise, morals will inevitably decline. Since public policies are not functional, the evil of human nature will be widespread, and this didn’t show up overnight or was agreed to all. According to the degree and its stages, moral degradation can be divided into three levels:Ⅰ. People are keen to use system for personal gain. Ⅱ. Social individuals want to attain their ends by hook or by crook. Ⅲ. Some people take revenge on society in extreme ways.To be good is the general expectation of all mankind, but the support of a certain social environment is essential. One can be kind in public life only in the condition that their legal interests are inviolable. Ethical issues must be resolved from the system and policy level:Ⅰ. The policy environment of fairness and justice should be created. Ⅱ. Government functions should be transformed and the performance evaluation index system should be perfected. Ⅲ. The rights of citizens should be protected. Ⅳ. The power of the government and the officials should be restrained.Nowadays, the whole society are discussing and refining the core value of socialism. In fact, to find a few words to describe the value pursuit of people is not particularly difficult. The challenge is that we should build a scientific system arrangement to carry out, but it won’t work without the feasible public policy. Otherwise, all good blueprint is a pipe dream.
