A Study On The Nationalization Of Social Security In China

Social security is a basic right to protect the right of exist and health of the members, to provide a legal basis by carrying out social security legislation and allocating social resources rationally, to ensure and guarantee the basic life of the members of too poor to survive caused by force majeure or to continue realization of basic survival, protecting all of the citizens’ basic life when they are retiring, unemployment, illness, injury and other non-income situations. With the development of economy and society, Social Security also includes all citizen welfare subsidies and preferential treatments, strengthen the construction of public infrastructure and welfare facilities, to meet the physical, cultural and spiritual needs of all citizens. The most direct purpose of Social Security is to ensure that the members of can’t afford their own life to exist. For China, the specific national conditions, the fundamental purpose is to run the social security system, optimizing allocation of public resources, reduce and avoid the social instability due to the imbalance of regional economy and social development, to redistribution the national income, to avoid social conflicts, and to create a positive and harmonious situation for country’s development. Therefore, we must to implement the social security of all of the citizens. In this paper, I first theory about the social security, fully demonstrate the theoretical connotation of social security and the theoretical basis of the national social security treatment. The social security system of China includes “five insurance and one payments”, social assistance, social welfare, and so on, and tells of the National Social Security Treatment theory and significance of national social protection of treatment. This article describes the current situation of the development of foreign social security, including United States, Britain, Germany, Sweden, and the current situation of china. This article describes the main difficulties and problems in the process of equal treatment for social security in china by comparing the four countries and china. These difficulties including the urban-rural dual structure, the household registration system, the identity of difference, an aging population, lack of social security legal system, at least, leading the imbalance development between urban and rural,among the areas, between the different social groups. And then I have proposed some measures to solve these problems. The measures including: to continue build and improve the social security system based on medical insurance, pension insurance, social assistance, social welfare and so on; expanding the coverage of social security, strengthen the propaganda of social security; accelerate the reform of the household registration system; repeal the urban-rural dual structure gradually, to achieve the integration of urban and rural development. Accelerate the implementation of a unified social security card, and build a unified social security management platform. Strengthen the management of social security funds and lay the fund foundation of universal social security.
