A Study On The Development Needs And Countermeasures Of Urban Community Social Organizations

China’s economic and social development is in an important period of strategic opportunities.Urban community construction under the new normal form has obtained outstanding achievement, especially in that the community governance is playing an increasingly important role in serving people and governing community.H street in Beijing has obtained some achievements in community building, with its advantage in rich social,industrial,and cultural education resources. But in the transitional stage of urban community construction,it is also facing a series of problems,such as the reconstruction of old village, the aging, convenient service and so on, which needs the community social organizations to play a role in service and participate in community governance.In this paper, the non-participant observation method, depth structured interview method, questionnaire analysis method are used to analyze the role that community organizations of H Street have played in the building of community, to summarize their periodic demands like demands for a separate development, the spread of public philosophy and the improvement of internal management mechanism.Meanwhile,this paper also pays attention to the establishment of self-awareness of community social organizations and tries to tease out the self-development demands like demands for venue and funding,volunteer participation and introduction of external resources etc. According to the macro plan of street office and federation of social organizations for community building, this paper puts forward some strategies for the development of community social organizations:First, to enhance their ability of independent development,based on the hub community social organizations. Through the development of the regional hub social organization,to form a network of regional coordination mechanism, effectively improve the quality of development and service level and enhance the ability of independent development.Second, to effectively promote public philosophy propaganda and create a good cultural atmosphere of community development. Through the propaganda and practice of public philosophy,to make the public service develop towards a scientific, institutional direction,and form a good cultural atmosphere of community participation.Third, to promote project operation of public service and improve the internal management mechanism of community social organization. The expand of project management can promote social organizations to improve the internal managementmechanism, talent training mechanism continuously and enhance the ability of public service. Meanwhile, the project operation way of public service is conducive to the involvement of a third party Incubator, through technical output, to ensure professional development of community social organization.Fourth, to promote the use efficiency of funds and sites on the basis of regional resource sharing. The introduction of coordination mechanism helps social organizations to create an atmosphere of resource sharing and mutual assistance; The introduction of competition mechanism, through the concrete form of project bidding, directly promote the rational allocation of resources.Fifth, to intensify the building of outstanding volunteer team,based on public welfare echelon construction. Through the selection and cultivation of public backbone, to form a long-term mechanism of public welfare echelon construction,and lay a foundation for the three-level echelon construction.Sixth, introducing external resources as complement, to realize the "import and export" of resources and services. Federation as a bridge to social organizations, it is necessary not only to introduce excellent service resources reasonably, but also seize the opportunity to guide regional community social organizations to participate in external resources competition, to promote the optimization of resources and services directly.
