Negative crime is one kind of crime committed by a person who fails to fulfill his obligation when he is able to do that. It is as a kind of crime form crime, its constitutive character, form, and as a crime there is a difference in the field of criminal law. Most countries in the world should be reflected in the legislation, and deeply studied in theory. But the legislation is not clear about is negative crime in our country, also does not have a unified system. So such crime has been on the judicial practice.
