Global climate change is facing the most significant environmental issue, it is also human being need to respond to one of the most complex challenges. Climate change is mainly caused by human activities in the process of human development. Climate change is an environmental issue and development issues, ultimately it is our development issues. Impacts of climate change ranged from a simple field of the environment has been extended to international politics, world economics and international trade or other fields, and the trend will be continue to strengthened under the background of economic and environmental globalization. Therefore, we human being need to response to global climate change positively. At this point, developed and developing countries around the principle of "common but differentiated responsibilities" in the emission reduction obligation, adaptation to climate change, technology development and transfer, financial issues, especially developed countries (particularly between the U.S. and the EU) is the main contradiction in the reduction ideas and emissions path conflicts, that play a decisive role on the international cooperation of climate adaptation. Based on analysis of the causes and dangers of climate change and other aspects, besides compare to developed countries how to address climate change related legal research and legislative path, we proposed climate change adaptation research legislation response to future climate change in China, and hope to provide some useful suggestions and references to improve the development of relevant laws and regulations.This article is divided into four chapters, the structure as follows:Chapter One is an overview of climate change. This chapter analyze variety of climate change adverse effects on human being according to the experts'definition and theoretical research to climate change.Chapter Two analyses legal basis system of human response to climate change. From the point of "adaptation" meaning and adaptation to climate theory, we point out the three principles of adaptation to climate legislation.Chapter Three is about the legislative path response to climate change adaptation research. This chapter mainly discusses a review of the process and development of climate change legislation about some representative individual countries with adaptive theoretical and practical experience, such as Japan, the European Union and the United States.Chapter Four is a detailed analysis of developing countries'legislation for climate change adaptation options. Further, we make some politics recommendations on the adaptability of the Chinese approach to climate change legislation by analyzing the local differences and the current challenges of developing countries.Finally, some conclusions that adherence to concepts of "development, adaptation, mitigation", adaptive research and legislation require to adapt the natural reasonable rule, reflect and reshape the natural ecology to meet the basic order, and effectively improve the adaptable capacity of climate change in the long run.
